Livermore ALPR fact sheet — August 2026
Vendor / technology
Livermore Police states that it uses Flock Safety technology for ALPR.
Camera count
LPD's 2025 ALPR report lists 78 ALPR cameras. This is a dated count and can change.
Retention policy
Policy 460.5 says ALPR data on the server should be stored for a maximum of one year, subject to evidence-related exceptions.
ALPR use threshold
Policy 460.4 says reasonable suspicion or probable cause is not required before using an ALPR.
FY 2025–26 budget
$55,000 for project PS201722, Automated License Plate Readers, funded by Asset Seizure – County. This is a project appropriation, not total historical Flock spending.
Planned expansion
The City's project description says PS201722 will increase the number of ALPR systems, with remaining installations including the downtown core after the L Street Garage is completed.
California ALPR sharing restriction
Civil Code § 1798.90.55 says a public agency shall not sell, share or transfer ALPR information except to another public agency and only as otherwise permitted by law.
California DOJ interpretation
The California Attorney General's ALPR guidance states that federal and out-of-state law-enforcement agencies are not included in the statute's definition of a qualifying public agency, and says the restriction also applies to vendor-operated multi-agency ALPR databases.
Access logging requirements
California law requires ALPR operators that access or provide access to ALPR information to maintain records including the date and time, query terms, user identity/affiliation and purpose of access.
State enforcement is active
In October 2025, the California Attorney General sued El Cajon over alleged sharing of ALPR data with out-of-state law-enforcement agencies.
What we are not claiming
We are not presenting the $55,000 appropriation as Livermore's total historical Flock cost. We are not claiming SignalTrace is deployed in Livermore. We are not claiming a court has ruled Livermore's specific ALPR deployment unconstitutional. We are not publishing the unverified 147-camera claim as a Livermore fact. We are also not claiming that any specific agency on Livermore's Flock sharing list is receiving data unlawfully unless and until the underlying records and law support that conclusion.
